The Guardians
Not every mythical figure was a god or goddess, and not every small celestial object has survived into the modern age. These notable figures (and long-smashed up bits of space rock) possessed some of the same energy that granted the gods their power, but in much smaller concentrations. As a result, these lesser spirits are not strong enough to interface with humans and have returned as animals instead.
Because animals do not possess as strong an intellect as humans, guardian spirits are able to override their animal hosts. Mythic guardians retain their personalities and some memories of their past lives. Guardians also find themselves imbued with magical speech, allowing them to advise (and just as often annoy) their senshi charges. As guardian speech is magical in nature, it can only be heard by senshi and other guardians -- to regular humans, it just sounds like animal noises. Additionally, guardians may find themselves saddled with urges and behaviors inherited from their animal forms.
Like the senshi, guardians appear in New York City, so you're limited to those animals you can reasonably find in the Big Apple. Some common urban animals:
Medium & Large Mammals: cat, dog, horse, pony, monkey, raccoon, coyote, opossum, skunk, bear, pot-bellied pig, beaver
Small Mammals: rat, mouse, ferret, bat, hamster, gerbil, rabbit, chinchilla, guinea pig, fennec fox
Amphibians & Reptiles: frog, toad, lizard, snake, turtle, salamander
Birds: pigeon, hawk, parakeet, parrot, cockatoo, chicken, songbird, dove, chicken
Aquatic: fish (goldfish, koi, etc), octopus, lobster, crab, shrimp, clam
Insects: roach, cricket, beetle, bee, grasshopper, caterpillar/butterfly, fly, flea, tick, dragonfly, scorpion
Misc: snail, slug, spider, earthworm
These animals can be found at pet stores, roaming wild in the streets, or for sale as food. Some people also keep various animals as pets that aren’t supposed to be pets. Some exotics may appear at the zoo or when the circus comes to town, but you’re on your own getting out of that cage!

Awakening Senshi
The main tasks of the guardians are to awaken and guide the senshi belonging to their pantheons. Guardians can detect unawakened senshi belonging to their group by simple virtue of proximity; as time progresses, more experienced guardians may find their range increases.
Determining the identity of unawakened senshi is a simple matter: just like when you look at a cat and know it's a cat, when you look at someone, you know they're a particular god, goddess, angel, or celestial object. Connecting with a guardian will cause a senshi's transformation item to manifest.

On Guardians, Gods, and Angels
Guardians are reincarnations of people who lived long ago. They begin the game with the belief systems they held in the past. To them, the past senshi who bore these names were physical gods (and angels). Your guardians may tell you that you are the return of Zeus/Osiris/Tlaloc/Azrael, because this is what your guardians believe.
Whether your character believes this (and whether your guardian continues to hold these beliefs in this modern age) are questions that can only be answered as the game unfolds.
